Welcome to the West Feliciana Early Childhood Community Network.  West Feliciana is a network of local/state/federal funded early childhood programs serving infants, toddlers and Pre-K age children.  Programs in the West Feliciana Early Childhood Community Network provide high quality early childhood instruction and care that promote educational experiences to prepare children to meet the standards of kindergarten readiness!

Vision: The vision of the West Feliciana Parish Early Childhood Community Network is to provide a high-quality early childhood education to all birth to four children in their journey of being school ready and to build life-long learners with both parents and students.  

Mission: The mission of the West Feliciana Parish Early Childhood Community Network is to serve all families in need of early childhood services with a developmentally appropriate curriculum that serves the whole child, supports both parents and students in becoming life-long learners, and prepares the child to be ready for kindergarten.

Early Head Start Services

Under age 3

Early Head Start serves pregnant women, infants, and toddlers. Early Head Start programs are available to the family until the child turns 3 years old and is ready to transition into Head Start or another pre-K program. Early Head Start helps families care for their infants and toddlers through early, continuous, intensive, and comprehensive services.

Early Head Start programs offer a variety of service models, deepening on the needs of the local community. Early Head Start services are provided for at least six hours per day, whereas Head Start preschool services maybe half or full day. Another program option is home-based services, in which a staff person visits children once a week in their own home and works with the parent as the child’s primary teacher. Children and families who receive home-based services meet twice monthly with other enrolled families for a group learning experience facilitated by Early Head Start staff.

Head Start Services

3-4 years of age

Head Start promotes the school readiness of young children from low-income families through agencies in their local community. The Head Start program is authorized by the improving Head Start for School Readiness Act of 2007.

Head Start and Early Head Start programs provide comprehensive services to support the mental, social, and emotional development of children from birth to age 5. In addition to education services, programs provide children and their families with health, nutrition, social, and other services. Head Start services are responsive to each child and family’s ethnic, cultural, and linguistic heritage.

Head Start encourages the role of parents as their child’s first and most important teacher. Programs build relationships with families that support positive parent-child relationships, family well-being, and connections to peers and community.

Family members must apply with a program in their area.

Local Head Start services are delivered by public and private nonprofit and for-profit agencies. These agencies receive grants from the US. Department of Health and Human Services (HHS). Head Start agencies design services for children and families that meet the needs of their local community and the Head Start Program Performance Standards. Some cities, states, and federal programs offer funding to expand Head Start and Early Head Start to include more children within their communities.

Early Learning Child Care

Quality child care offers age appropriate social and educational experiences under qualified staff in a safe and nurturing environment. Children in these settings participate in activities that focus on the whole child, which engages in all areas of a child’s development, including social, emotional, intellectual, and physical aspects. Quality child care promotes school readiness of their children and their families throughout their activities by allowing the children to explore, experience and succeed.

All Child Care Centers in the West Feliciana Early Childhood Network have a Type III License issued by the Louisiana Department of Education. Type III Child Care Centers follow Louisiana’s Birth to Five Early Learning and Development Standards.  Type III license indicate the ability of a Child Care Center to accept families in the Child Cate Assistance Program (CCAP).

Pre-K

4 year olds

Full day universal Pre-K is offered to all four year-olds (must be 4 by September 30) in the district. Our early childhood program is aimed at providing a developmentally appropriate curriculum for four old students with the appropriate balance of rigor and relevance in a nurturing environment. The program provides developmentally appropriate learning activities for children in an environment designed to address their social, emotional, physical, intellectual, and creative growth.

Early Steps-Birth to 2

Louisiana’s early intervention system, also known as Early Steps, is for children ages birth to 36 months who have developmental delays or a medical condition likely to result in a developmental delay. Children with delays in cognitive, motor, vision, hearing, communication, social-emotional or adaptive development may be eligible for services. Early Steps supports are designed to improve the family’s capacity to enhance their child’s development.  Supports are determined through the development of an Individualized Family Service Plan.  Early Steps provides speech-language, occupational and physical therapies; special instruction, assistive technology, service coordination, family training and other additional supports to meet the needs of the child and family.  These supports are provided in the child’s natural environment, such as the child’s home, child care or any other community setting typical for children aged birth to 36 months.  Evaluation, assessment and Service Coordination are provided to all families at no cost.  If supports are needed, there may be a copay for families whose income is greater than 300% of the poverty level.

Special Needs Support Services

A child who is three to five years old and has one or more of the following concerns may be referred for testing:

  • Difficulty expressing or understanding spoken language

  • Problems with fine or gross motor skills

  • Vision, hearing, or health problems

  • Social, adaptive and/or emotional development

  • Delayed development of pre-academic skills

If an evaluation shows that your child needs special services, the next step is to hold an IEP (Individual Education Plan) meeting.

Placement of children with a disability is an IEP team decision. Every child with a disability should be placed in the environment that will best meet the needs of the individual child.
